Well google lens said it most likely a rosette. It's is Similar to other in this style so maybe. I don't know how accurate that search is. Do you guys agree? Or disagree

I'm thinking it might of been part of a belt.
The 4 outside holes were to sew it on a belt.
The big holes were for a tassel/cord

A reflector frame. 2 red/orange glass balls caged behind holes. I believe Amish still use similar on harnesses in this area. Offers some help when car headlights shine on them.
