✅ SOLVED Great Seal thing

Hi all,
Dug this yesterday and thought it was a welding blob. Cleaned it when I got home and can see the great seal on it. Strange it has such a crude shape. Any ideas if it was military or just a civilian made decoration? This area has produced items mostly late 1800a to 1950s. A handful of reales have been found there throughout the years

I imagine it is a key fob with the loop broken off. I put it back on so you can see what it looked like.
