It reminds me of a Presidential Medal of Freedom or perhaps a contemporary locally made copy. I'm no expert, this is just a guess.

Yeah, I don't know what he's so upset about, I mean they issued him a helmet that would accomodate his dreadlocks.

as much as the connecting ring is bent past where it should be, I have serious doubts that the bottom part ever went with that ribbon. personally, I think the bottom part is from a key chain

No clue what the medal part is from, but that is the same ribbon as a JROTC "Stars and Stripes" Achievement Medal..... Could be a school sports or band medal....
