Help identifying button and buckle

Found this rivet button and buckle about a month ago. Under a mag. Glass you can see part of spread eagle and maybe part of an anchor. I know very little about buttons Badly worn. I don’t know if the buckle is a belt buckle or horse tack. Any insights are greatly appreciated!! Thank y’all
