Help IDing new find! Minnesota Rail Road token???

Help ID'ing new find! Minnesota Rail Road token???

Hi all thanks for checking this out. I was out digging in St. Paul today when I found this here. its hard to make out all the words but so far I got: Rail Ro ehouse Commission State of Minn. then I cant make out the words inside the smaller band above the depiction of a person on a horse and then a person using some kind of tool. also just noticed "GAL" on the lower right side of triangle and I think there is something on the opposite side same spot but I cant make it out. I have no clue what this thing is obviously something to do with the rail road but if anybody knows anything about this thing please let me know im so curious of this thing! im wondering what this was used for, what its called if it has a name? and how old it possibly could be with any value? any information is very much appreciated and I thank you for your time!

This is a Railroad Warehouse Commission token.
the back has "depth, weight, measure, approve" on it.
the lettering above the picture of the field worker says "Le toile du morg"

This is a very rare token that dates somewhere in the late 1890s through the late 1920s
value?!?! hard to say....its in rough shape. 20 to maybe 50 bucks?

There is a similar piece on TokenCatalog.com but it is obviously a tag. This looks like it was somehow used as a seal that was used to prove that a set of scales measured correctly. There is a lot of history on the MN Railroad Commission on the Interwebz
