It looks like a picture frame or molding bracket. It was designed to hold the pieces at a 90 degree angle to nail or to glue it.

I agree......looks like part of a framing jig.

Looks like everyone else called it before me but thats exactly what I was thinking. Its used to hold the corners of the frame so you get a good seam while gluing or nailing.
