Help on this. It looks like a bullet but not for sure. Found it in the bottom of the cap rock in west tx

Funny...is it rusty? Looks like steel. Unusual to see a bullet with the base of the cone wider than the grooved shank. Looks to me like you have some kind of decorative point off something.
