Tallen Oriler C Doesn't make sense but I Googled it and variants anyway. Nada. Tried looking up ceramic whistle, etc. similar. However, I'm unable to tell what this character is based on pics. Consider posting a few using a light colored background & different angles.

Not trying to be smart A** or funny. Could that be part of some sort of Smoking pipe? The 2 holes on the one side do not make sense to me but seeing as how the bottom is solid it has me thinking.
