Rivet tool, I believe. Like these, but the jaws are oriented differently.

that is a saw set tool. It is used to put the "set" in saw teeth. If you look down the teeth of a handsaw, you will see that the teeth are bent out alternately on each side. this tool does that.
 
Yep it's a saw set. I have filed and reset a few hand saws in my day. No one uses them much anymore.
