Without more information, all I can say is someone took some coins and painted them.

What's the deal with painted coins?

Do you mean spray painted coins or fancy painted halves, silver dollars or ASE's? People spray or otherwise mark halves to try and track their dumps. The other painted coins are just an attempt to make the coin bring a higher price.
