It looks like a clasp of some sort. The teeth on it look like they are part of a pinching mechanism. There would be another part to it that would have been connected to the front; or rear, with a pin holding them together. Garter, stocking type is possible, but it's just a guess.

It may be a a needle threader, with the wires broken off.

Yeah,I spoke too soon.After I posted it I kinda remembered seeing them myself back years ago that were also aluminum.My bad,I thought I got it off before anyone saw it! ;D Guess not PBK is just too quick! ;)

Thanks PBK. Once again you truly impress me with your ability to ID items in any condition, size, shape and material. As for the flimsy. I am a telecom worker and the aluminum items we use are very sturdy. To me, when a piece that small can not stand up to my drilling it, beating it, twisting it or otherwise attempting to dismantle it, it is flimsy. You are however correct in this application that it is very sturdy for it's intended application.
