The tag was probably either a property-identification tag affixed to some item or a tool check tag. The WPA was one of the Depression-era government agencies, the Works Progress Administration. The government created projects to provide work for the unemployed and the WPA did a lot of building construction (city halls, courthouses, post offices, etc.), employing all of the building trades plus artisans who painted murals in some of the buildings. The L 1800 might be indicative of a project or an area in OH where the tag belonged.

I think idahotokens pretty much hit the nail on the head,so to speak.Since the tag says "U.S.Gov.Property",I would think that, that is a good indicator of it being a claim tag for a tool or some other Gov. owned item that was being used in the W.P.A. program at that time in Ohio.Besides being responsible for many construction projects,the W.P.A. also started and funded other programs such as the Federal Arts Project,the Federal Theater Project,the Federal Writers Project,the National Health Survey and the Historical Records Survey.Nice find! :)
