What is it and what did it come from

Looks like an emblem that could have been on a thousand different pieces of modern Harley items from coolers, to boxes of dominoes or whatever other crap they sell to go along with selling bikes. Probably fit over a small round protrusion that it would have been glued to that helped hold it in place, the glue seems to have given way, not sure why it's in the bottles section though...
