The roughness of the surface under the finish of the wood, the decorated tacks and the gargoyle-looking heads suggest it is from a far east shop, not European or North American.

Thank you for the information, Although I choose the nail heads when I had the chairs stripped of about 10 coats of white paint and reupholstered.
I bought them at a studio prop house auction.
Any idea on the value?
