called a Nutting Stone or grinding stone

Don't think it is artifact, looks like fossil fell out.

FYI, when it comes to Indian artifacts it always helps to have pictures that are in focus and pictures of all sides.

If we blow up your picture it is out of focus and no size reference.

Ringgold in Pickaway or Morgan County? Either way it is a natural stone with an inclusion that dropped out. Hocking County is full of those type stones.
