Look's like a pioneering pin. I beliave they were part of an engineering battalion before, during and right after the civil war. They constructed roads, earth works. look up pioneering battalion.

Could be, but the photo distinctively shows two crossed axes on their hat badges.

It does look like 2 axes. Out of curiousity, do you know what is says above the axes? The OPS axes look kinda squarish and crossed at a different angle but very hard to see....

Heres Woodmen with their Goat picture and it seems they have the same logo posted by Creskol. They must have changed logos over the years. Still hard to see.
