I think it is some type of Idler arm link.
Probably off of some type of farm equipment.
Part of the three point hitch
Like off a disk or plow.

Could be a speed control lever from a tractor.Although it looks like a nut on there for adjustments.

Thanks...but it doesn't appear to be as finely machined as I would expect...it's irregular in a lot of respects. Still, you're probably right.
