I don't have enough experience to know if this Quarter is MD or actual die doubling.
Its not MAD and the rims are equal height so I don't think push type doubling.
I don't understand high bounce doubling yet..or any of it for that matter lol
It looks better in hand and I can't really take a larger photo with my setup.
Its not flat and shelf like for certain.
Same height as the talons.
The devices don't appear reduced from the picture I compared it to on NGC's website.
I don't know so I'm asking.

Are you referring to the top/upper part of the eagle's talons? That does look like MD to me based upon the photo you provided. Look how it seems shelf-like compared to the rest of the talons. I think there was a slight wiggle in the middle of the coin when it struck.

It probably is MD.
Very nice MD if it is.
I've never been able to orientate my pictures properly on this forum and its what keeps me from posting on other sites.
Here are two more pics that I didn't take a screenshot of for orientation.
You'll have to rotate them yourself.
The low angle pic doesn't show any flatness.
The other looks like clear separation of the talons.
