Is this a dart point or a drill?

Hi There. Please forgive the low quality images, but looking for your help. Part of me thinks this may be a drill, but im not quite sure. The tip is worked all the way around. It looks like low grade chert.
what would you call this?

Looks like a broken flake to me.

If its anything used I would say its a base to a broken knife. In other words the blade edge is missing if it was anything.

Looks like what I would call a utilized flake judging from all the edge work.

Is that appendage flaked all the way around?

Quito-yes, all the way as far as it could go until it got to the low grade chert.
