is this a multi purpose tool or?

found this a while back
and had two thoughts
first could be a knife handle W/two holes or
second, could be a un-finished shaft wrench with one small hole and one unfinished larger hole or
i am interested in your ideas ?

I was thinkin shaft wrench. Maybe with the first hole your hand was too close and got too hot, so move it farther along plus get a little better torque too, being farther along the curve. No clue why it's not finished. What would you use that for?
