I recently pulled this dime from a box and can't tell if it is a mint error or damage by someone grinding it down. I've never seen anything like this before. Can anyone advise?

That damage was done after it left the mint.


Somebody took an electric Dremel tool to it.
 
I am no expert on errors nor have an opinion on this one, but it's a very cool coin, thanks for sharing with us!

It cannot be struck on one side only, so it is PMD.
