It looks like a foot

My friend brought what appears to be a foot or a claw of some kind. I would like to get other opinions please. He found it in Llano County, TX. On the top, you can see what looks like fingers on a claw. On the front, you can see where the fingers came down to a point. On the bottom, it looks like the pad of an animals paw.
He also would like to know who he would contact to possibly get it authenticated if it does turn out to be a foot or claw. Also it is very dense.
I appreciate any help and/or information.

You might try photographing this on a white background with a ruler beside it for more clarity. Pictures of the area where it was found would also be helpful (or a terrain description ie....valley, hilltop etc.).
