I am pretty sure that is either the seed hopper or fertilizer hopper cover off of an old horse drawn corn planter.

pretty close BCH the pic you have has a bump in the spot where mine is broken mine had a hole in that location?
and could the number help

That's it BigCypressHunter - even down to the part number if you read the link. The "bump" is the head of a captive pin it rotates around. Great ID.
