kitchen tool??

My wife picked this item up at an antique shop, the sellers said that they did not know what it is.
She happened to be reading this forum over my shoulder and saw the "what is it area", so here it is.

I'm guessing it's a kitchen tool of some sort.

If anyone can ID it, or make a good guess, please help.

The magnet test says that the metal is steel, no marks shown.

It's an ornimented nut squeeser, used by wives in training to teach husbands in training to do what they are told ;D. But seriously I would like to know what it is. My second thought was a tool to pick ravioli out of boiling water :dontknow:.

That was too funny.
Mostly everyone has that same response.

The tool doesn't open until it's squeezed close to the 'ladle', I wouldn't use it for anything hot.

It is for cooking soup put bay leafs etc in it for broth and remove it from the pot and discard the large spices herbs etc. My mother has one.

I disagree on it being a soap saver.
The 'soap savers' we used when I was a kid in the 50's and 60's
were all squarish, to suit the shape of the "sunlight" soap - and were made from wire mesh.
They also had a hinged 'soap box' with a closing clip, rather than sprung handles.

This looks like it had a 'higher purpose' ;D
