IT had a couple hunhdred thousaqnd dolloars mostly gold and some silver

100%. The US government has selectively interpreted (in my opinion) the Abandoned Shipwreck Act which specifically provides for what Phil Olin termed "economic salvage." Canada has banned it for a number of years - and all of the Great Lakes lie in either the US or Canada. No "International Waters."

That is what I thought. I have heard of people trying in Lake Erie, only to be shut down pretty hard.
