He sure looks familiar, he looks to be of Scottish or Irish ancestory . . . isn't there some letter visable below? What are they?

Nothing broke off because there is gold plating on the bottom end.

After it was scanned it was easier to read. Thanks Everyone. Now I need to know how old.
