locker key and wheatie

Anyone know what the Washington annex is? Was detecting out behind my house (south shore mass) and found a key with tag that says Washington annex 275 locker, back of key says Rochester new York. Also got a 1917 penny in rough shape about 3 feet away

Navy Annex ?

Maybe it was the Navy building near the Pentagon? Link says it has since been demolished!
