Looks ike it could also have been a souvenir item from a Mayan or other native peoples site perhaps?

It reminds me of the Planters Peanut man. Maybe it was used for scooping peanuts out of a dish.

Definitely hand made. With the crown and the stone sitting on the top of the stem it looks like a king holding a scepter. I am guessing English for place of origin. Probably a sugar spoon as suggested in an earlier post.
