Went back to the site this afternoon after sunset. Not much time, but a lot cooler. Found a couple of things a little more modern.

What a cool find
Is that for just personal ownership of a skiff, or is it like a water taxi licence?

I don't really know about the skiff license, and what it was used for. I know they have to have license for shrimp boats, and commercial boats today, but for the skiff i don't know. Unless its like you say, regestered to carry passengers.
