Dug this guy at a site today where I consistently find late 19th and early 20th Century items. Any ideas on what this could be (or be part of)?

It's part of a padlock, as used on rural mailboxes. This one is by S.R. Slaymaker and has the letters 'RFD' on the other side (said to be for 'Rural Free Delivery')
