Medallion help

A friend found this medallion at a 1840s house. It's a little under a 1 1/2 inches in diameter. One side appears to have an angel holding a shield and stars around it. The other side has what could be a cactus? And there are the names of many countries around it. Some of the countries names include GReat Britain,Brazil,Portugal,Romania,Italy,Osaka Japan,Mongolia,Russia, and Greece. Any ideas? Thanks in advance. MM2
