I think it is some sort of pressure cap or bleeder cap. The round area with the slot next to it is a broken flat head screw. I bet if it was turned toward the slot it would let off pressure or bleed fuel or water from fuel. The lead looking area on the bottom would indicate a fuel use. My best guess is it may be a bleeder valve for a large fuel tank.

It does look like a bleeder valve from a cast iron radiator/heater. All the threads have rusted away...

I actually figured out that it is a detonator to a howitzer artillery shell! Thanks for all your help!!
