Can't see an anchor. Looks like a mid 19th century U.S. Army General Staff cuff button. There are quite a few varieties: different styles of shields, stars, etc. Here's an example:

PBK....thanks for that, however I dont believe it is an Army button, there is definitely an anchor in the eagles right talon, my photography skills lack and can;t get a good shot showing the anchor, but it is clearly there so I would say it is more than likely Navy not Army issue.
