Need confirmation

Found this in the mountains. I keep trying to convince myself it is a pulley but it's not working. I end up with the decision it is an old padlock from the late 19th century or older. Any thoughts?? If it is a padlock then i am on a treasure hunt! A few weeks ago i found a leaf spring which would have come off a carriage seat in the area of the lock
