Its a Victorian stencil!! See the handle on the bottom.
Just kidding!! Looks like it may have fit into something with the three tabs..Childs toy or bike seat?

Very interesting find. If you attached a handle to it I guess you would have a JOY STICK.

that's what i was thinking.... some kind of toddler riding toy seat...... maybe the tabs were where little straps were mounted to hold the child in the seat

I know you said you needed experts, but I'm going to reply anyway. :-\

I agree, it almost looks like a baby seat to an old baby walker contraption... the three connection points being on springs or straps to move and give a little.

As I said earlier I really believe its something like that. (a seat) Finding a match is another challenge.
