Solved!

Thank you gentlemen for chiming in. I believe I resolved the mystery of this particular tool last night. I spent HOURS trying to identify this thing and I believe it is for a .50 caliber Gallagher breech loading rifle. Union cavalry soldiers were issued those from what I read. The tool was used to remove the spent case from the barrel of the gun and to replace the nipple as well. Cool find I think! The attached image is from the internet and obviously not the one I found. The image is a reproduction .

I looked at this for a while yesterday. I just couldn't get how that loop would be used on a musket. It never occurred to me that it could be a spent shell extractor.
