Do you see how it looks like it has layers? Should I chip it off or leave it how it is ? Bust it?

Try a hardness test to see if its calcite or quartz. Looks like an agate to me. I wouldn't break it up any more, if you want to see the banding better I'd have it cut and polished on one side.
