Need help IDing this item.

Found this "award/medal/token" this afternoon. I tried googling all of the text on it, but couldn't find anything. The center part is covered with some sort of plastic like material. I don't know if the plastic used to be clear or what.

Side A: PRESENTED FOR EXCELLENCE / ADJUTANT GENERAL OF NORTH CAROLINA

Side B: ENTRUSTED TO PROTECT / COMMITTED TO EXCELLENCE

Any help would be appreciated!

A brief search indicates it might be a North Carolina National Guard award.
