Need help!!!Old hand cuffs???

Any idea on what it is??? It was found at a park near an old house foundation.Its 14 1/2 inches long.Any help would be great. thanks.

These are defiantly strap on tire chains I still have some! With straps intact! Please take my word for it! I don't want to have to dig them out of the back of the springhouse! but I will on a dare! By the way that is how they look after 1 use.

picture sure looked like the hobble....Dare ya! :)

I go with the tire chain. Can't tell clearly from the pic alkoz posted but the chain looks heavier than the cow hobble posted by PBK...sorry PBK...
