Found this today. Weighs 3/4lb made of copper. Thought it might be a spearhead but think it's to heavy for that.

Hi every one, i think i may have some more info on this item, my wife and i were at one of our big antique shows today and we saw 2 of these in a display case and when i asked the seller he told me they were for Tuna and that they were made bent so that when the fish is speared the whole thing goes inside the fish to better hold it, he thought maybe some one made one into a buckle, hope this helps out.

Sorry fellows forgot all about this post. The item is heavy 1/2-3/4lb don't have a digital scale to get exact. To answer a few questions posted. I'm pretty sure it's solid copper. It also is pretty straight except for the back fin which has a slight angled out shape. It was Found next to a major river that feeds into the Chesapeake Bay few mile run by boat. There was a small piece of wire that was around the inside hole around the body maybe the diameter or a paperclip probaly little smaller. It could be brass but looks like copper to me. It was in the ground about 4-5" deep right next to a old brick sidewalk. The belt buckle idea doesn't seem right to me only because it would fit weird around your waste.
