Need HELP With ID

Found these while detecting around an OLD bottle dump today. I think they are some sort of lead seal, but I'm not certain. Any help would be greatly appreciated.

That is one awesome pop tab, you have it focused expertly, and oh yeah, I'm thinking you are right on with the lead seals. Looks like what they use on the power meter. What was the name of the local electric company?

Going on where you found them I looked to see if "W.B. Co" bottle lead anywhere, and it appears that it could be the Washington Brewery Company.
