In a nutshell it says any owner of a vessel/vehicle used for collecting junk will be license and marked as such, the operator will wear a badge with Junk Cart and license number on it.

Thanks for your answers !!!! Great id!!!! Item is from Coney Island beach(Brooklyn NY).Was pretty corroded on the avers, I used low pressure sand blaster to clean it!!! Mummytrol!!!
