new drill hole?

found this one in creek bed doesnt look like it was drilled but is still perfect round 1 inch deep in deepest spot and 5 inches across, any help. thanks brent

Looks a lot like a hole meant to accept a large survey monument.

They steal the State survey markers here cause they are Copper, and they are about that size. That might be what happened.
