Agree. Newspaper print plate. Maybe for an advert? I see an animal in it but would not have guessed 'dog'. Also, I think that is a hand in the center, not a foot. The hand is grasping an object...

Yes. A printing press plate. I was in the printing business for nearly 30 years and have seen many examples. The oldest that I have seen are the wood print blocks. This may even pre-date that. Great find!

the area with the checker board looking thing
reminds me of ralston purina checkerboard
