Non-dug Navy wings I can't figure out - Solved

I picked these up at a yard sale. I've searched all my Navy sites and can't find an ID.
Don't look like crew wings. Wings are 1 3/8" by 1/2". Any help is appreciated.

Those are naval aviation "observer" wings.
