I,m just going on a WAG here but wasn,t there a WWII decoration referred to as the ruptured duck.I,ve never seen one just heard of it.Feel free to criticise.

From the above reference regarding the size.

"The 1821 regulations stated that cockade eagles should measure 1-1/2 inches between wing tips. In 1832 this wingspread was increased to 2-1/2 inches. Thus, specimens of a relatively uniform pattern and measuring approximately 1-1/2 inches in wingspread will be considered as of the Regular Army, 1821-1832. Similarly, those of a relatively uniform pattern and measuring approximately 2-1/2 inches in wingspread are dated 1832-1851."

With those reverse lugs that took split pins, it most likely attached to a hat.

That looks like a cloak chafe, military, probably of heavy wool for traveling on horse, and those 3 shanks were sewn in on a collar and the chain clasped the other side, This is only my opinion because i have found many civilian cloak chafes in the same style, 2 to 3 shanks with a connecting chain, The eagle screams military, I think if it were for a hat, those shanks would be more of a bending tab, I don`t think i know of any hat plates that had round button type shanks.

I found a civil war Curb chain once that looked kind of like that it just don't have the eagle.....

Interesting, all of our cap badges over here have that kind of attachment with a split pin going throw the 2 buttons.
