I agree, not enough weight to hold down a hem, as it has a hollow underside, so I'm going with a ribbon stay or clothing/headdress accessory. Sub

It's not a hem weight, they were made of lead, not stamped brass. It looks like a small sash slide.

I disagree on a hem weight too. Too thin. Would be lead. Or at least all the ones I have dug are lead.
