odd dog-headed stick!

It's about 17 inches long .There is a ring a the base of the dogs neck and another ring at the bottom .Any ideas what thing is for ?

this is not the bar it is the crop...whip...there is a head of a dog on it that fits in your hand...the flails are missing....leather strips on other end
