Odd quarter

1996 quarter odd around the edge. First I thought someone did it. It weighs right still maybe it missed a step in the minting process. What are your thoughts.

Looks like someone spun it on a jewler's lathe, maybe doing practice.

Possibly caught under the edge of something spinning, like in a dryer drum. Definitely not missing a step of the minting process. It's damage.
