Old bale seal???

[Gregg3131]

Is this a bale seal? Any idea on how old and does anyone see a design on it?

There is a good chance it is a bag seal, But we need to know how big it a maybe a few side views.
Not knowing how big it is it could also be a game piece.

The holes are about right for a bale seal.
